Edit: I am fully aware of the low sample size but I started it to late today. Will do a longer test tomorrow to get a more accurate %.
This seems accurate, and for what i've gathered from maxed people, it hasn't changed.from 7-11k uses it was going pretty stable between 88.5-88.7% so I would say the new HA still represents the same as the old HA. It's just another formula for calcing it from your current lvl.

By decreasing the max amount of misses on a maxed gun, this way everyone would have the same gain.
Now the story is, the less you skilled, the more you got rewarded with extra HA

The chance to miss has been slightly decreased when shooting at creatures.
Keep in mind, that min - max dmg'es have not changed. which means that "econess" part of UL guns are still "not eco".
Are you sure about this, NoBion? At least with regards to my UL weapons, if my HA has improved from 4.7 to 6.9 (MK4 laser carbine as example), would that not also result in higher average damage? When I hunted a few nights ago, my average damages and hit rates were both noticeably improved. I got a lot more above-half-damages and quite a bit fewer evades (i.e. missed shots) than the week before, where I'd do mid or low damage more often than not.
Again, I'd like to reiterate that we hunters using UL weapons many years ago got much better hit rates & damage than the recent VU, because MA negatively tweaked these stats (increasing miss rate & decreasing damage) with the implementation of (L) weapons, to...'coerce' truly is the best word...players to use (L) weapons.
