Maybe is not working properly for you. I have the same issue. Actually Windowed full screen is just a full screen for me (no window arround).

This is just to signal that I have the same issue, but no workarround unfortunately. I have encountered this issue only in Minopolis so I guess it may be related to crowded areas. I managed to run away from there and I don't have the issue in other areas.
