Help: 8 Balls Attrib Token Trader on a timer?

Been searching but not finding any info on this.

I just visited 8 Balls (Attribute Token Trader) in PA for the first time ... since i have trust issues i only gave her 100 Tokens for 1 Point of Agility. Wanted to repeat that process with the other 100 but she's not talking to me (also has a blue ! above her head instead of gold/yellow.

Could that be a bug or is she on a timer that you can only trade with her once per ... day/week/... ??

I know from cyrene a blue exclamination mark means U've to wait till the time-out ends before u can trade again. Prolly 24h or so.
