When a miner finds a deposit of an enmatter/ore, they extract it. When extracted, the mineral is in its unrefined form, which still has value but cannot be used to craft or used for anything else.
Thus using a refiner from the Trade Terminal or a crafted model, players can put however much of a mineral in the refiner and then it will produce refined ore ingots/enmatter forms, which can be used for crafting and such.
Note that ores go into the ore Refiner and enmatters go into the enmatter refiner. While there are less of the refined item than there was unrefined, it will still have the same TT value as before. Refined minerals are also more likely to get better market value. Also with refining, the weight on the player is reduced, so miners can go on longer runs without worry about stopping at a storage unit after a short time.
In order to make use of ores and enmatters that have just been mined from the ground, you need to use a refining tool. Two refiners are available from any Trade Terminal for 2 PED each. Each refiner can only refine one type of mineral, so pick the right one before you buy (You cannot refine ore in an enmatter refiner, and vise versa). Each time you use it, the decay is proportional to the amount of the ore/enmatter being refined.
Refiners can also be crafted, which hold a higher TT value than the Trade Terminal versions, but their job is the same.
The same goes for material refiners.

Refiners are also used to make mind essence and DNA samples.
Mind essence is made with sweat and force nexus in the enmatter refiner.

Maybe you just wasn't clear enough about the tailoring refiner, a vital tool for any hunter - it transforms Animal Hides into Generic Leather, drastically reducing the weight.
So any hunter always should carry one.
As any miner always should carry his holy trinity of "Finder, Extractor & Refiner" for Ore and/ or Enmatter, whatever he's after. Ahem, carrying some bombs respective probes also would be a good idea, too ...
The refiners are great to prepare materials for crafting or further use, but the best feature they offer is to reduce the weight of the loot. This makes them indispensable to anybody hoping to loot something refinable.
It's just no fun to carry 1K of Animal hides (100 kg, 1 PED TT), or similar loads of Lysterium or Oil - they slow you down to a crawl. Refine it, thus drastically reducing weight, and carry on whatever you're doing
