deliberate mistake - its to give the impression that the person who wrote on the box cant spell. Its like when the auction house gives error report, its really because the auctioneer is a trainee who cant deal with all the details.
There are numerous examples of this in game - brilliant design being misinterpreted as error/bad code.
The reason theres not civilian live bustling (is that a word) in hadesheim is not as some might expect, lack of platform capacity or lazy game designers, but reflects that hadesheim is a very sad and unsafe place, and civilians are cloaked and/or sleeping.
