Simply put due to the inaccuracy of the ingame compass and the fact that the game truncates it's coordinate system. I believe that Mindark is taking advantage of this and obfuscating pieces of their system, which cannot be accurately mapped due to the exact position of the avatar being unknown. The engine is able to go up to 4 decimal places, yet the only place that decimal places are actually seen is the range indication on the finder when a claim is found...

I believe you have put the decimal in the wrong place.
