Inserting Implant Price increase?

A friend of mine has just inserted a TT implant, and it cost him 4.01 PED decay on inserter, didn't this used to be 2 ped and is this standard now? Anyone chipped anything in/out since this VU?

Have not remove or replaced since they came back after V10 but it was for sure 2.01ped at that time.
