Question: Monrian Plating Blueprint

So I've done a lot of crafting on Monria and Monrian Plating Blueprint never dropped for me.

Does it drop at all? If not, then why? This BP is required to click DSEC Seeker L30 (L) Blueprint (L) which is actively used by the community, so it's not obsolete or anything. How do I get one?

I was told it's from a mission chain but haven't ever been able to confirm so that was likely bs.

I'm thinking maybe it used to be an old drop that's been taken out of the loot poll along with many other BPs, but this is a strange decision since it's being used actively. Or maybe there used to be a mission chain that's been discontinued? I don't know.
