A $250 NIC targeted at gamers, which apparently really does cut Ethernet latency by completely offloading the network stack off the host CPU.

Actually, it is a full blown Linux machine you can log in to and stuff; it is really a 400 Mhz PowerPC with 64 MB RAM, 16 MB Flash and ability to use external USB storage. So, this computer-inside-computer is quite useful even without performance benefit. You could offload your torrents, firewall and other network-clogging shit there...

It would not help with server side or network induced lag, and for those of us who already run a dedicated firewall appliance that function would be redundant.

It would be useful for those forced to rely on Windows Firewall and perhaps also when using equipment that is marginally sufficient for running EU, however, if you can barely run EU now, after the CryEngine update, this may not be enough to help you.

I do not think it can reduce lag (= packet loss) as it usually happens outside your PC, however, it was proven to reduce ping by ~10 ms and CPU load by quite bit.
