nah not realy then it limits freedom, i dont want pvp to be like other mmos... no you cant go in this pvp battle ground because your to low of a level or to high either or.
possibly say have this as an option for a pvp event only.

were you venture is your choice ... that said there are reasons we call PVP4 and PVP3 the 2 highest ranked, with the rig and pvp1 being the lowest ...

No, definitely not 
Some higher leveled players suck at PvP and are simply easy loot waiting to happen. Other higher skilled players are very well equipped and/or good at PvP, and can be taken down with team effort - similar to a boss battle, which can be fun and end up very profitable!
I don't mind getting PKed by ubers every now and then, it's all part of the fun. And it would really suck for me to skill up and skill up and skill up only to be limited once I'm at the point where I can look down upon those who are as skilled as I once was.
