It seems to become a useless function on high level weapons: with 4-5 levels taking a considerable amount of time to skill naturally. While enhancers to boast your level ranking can play a part - you may as well just put damage enhancers on a lower level weapon.
I suggest that the time to max a SIB gun from recommended level to max level, be a similar time frame for all weapons. Therefore, still 4-5 levels for a weapon with a recommended level of say 35, but only one level for a weapon with a recommended level of say 65. (just a rough estimate - you get the picture I hope)
