Whats the meaning of of those random number in item description (tiers)?

In item description u have

tier 1 126
tier 2 87
etc... with random numbers

what do they mean????

100: normal rate of making 1 point of tier.

For ex

tier 1: 200
tier 2: 10

You will make tier 1 two times faster than normal but tier 2 10 times slower

Is it a multiple of shots fired or damage inflicted?

And for armor, is it hits taken or damage taken?
Will my armor tier-up faster if I hunt tantillions or daspletors?

Boar arm guards (M,L) have insanely huge numbers (unlike all other parts) - i mean 1k+ and i already gained 0.6 tiers with not much hunting, while other parts were 0.1 or 0.
