Question: why is my success rate stuck at 90%???

Hi, Does anyone know why the success rate of my bps are stuck at 90%??? I've increased the quallity rating to 100% chiped in skills . . . but its still at 90%?!!!!

That's the max you can get with non-SIB blueprints.

SIB blueprints once 100 QR and maxed go up to 95%
