After some luck last night I got the remaining last 0. tiers to get to 1.9.

Then I spent almost 2k peds trying first to get it to tier, and the very last try I had on mats and peds, BOOM there it came.

SO now with enhancers its like an wannabe adj fap (almost) xD wonder how much it is worth. pricecheck thread is in order. will I sell it?
