Hey dude - he said they are available from the TECHNICIAN - not auction - anyone can by those 2 particular bp's from any technician in game mate

Check your inventory again Bearlover - they say LIGHT in the description.. they are not OA-101 (L) which of course those bp's go for much much more then 1 pec
