Radeon 4870 owner.

If your installation is valid, you could try Catalyst 9.6 driver, fixed a particularly irritating graphic bug I had.

intal directx end user runtime so you have all directx , EU use the 9 so you need it.
try update your driver for ati , your is not last.

is your car a 2 pross card ?

Guys, which drivers I can or should update? Since I bought my PC, I have been updating only viedo drivers. Maybe you know some programms which can make updating simpler?

Your system is extremely similar to mine even down to the same model mother board (and I custom built her from the ground up with my own hands) and I run the latest catalyst software.

BTW: Try turning your AA to off. This helps a lot with FPS stutter and general lag.

Anti Aliasing. Turn it off in game, also check your ATI control panel and make sure it is turned to 'off' OR 'let application decide'

the only stange issue i can se is that you have DX 11 on your system when you dont have a dx11 card.

I would re-download DX9 http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=9226a611-62fe-4f61-aba1-914185249413 and try that.

other wise remove vista and get windows 7.. vista is bad.

the graphics card you have is only dx10.1
if you know the market DX10 and Vista have been a waste of time. Hence why people have quickly moved to windows 7 or stuck with xp. XP

Nothing strange with having DX11, there are a few function in it that are possible on DX10 cards (like OpenCL functions). A re.downlod in DX 9 would change absolutely nothing, because even though it is labelled DX9.0c, on Vista and Win7 it is actually DX11. Win7 is nothing more than a castrated, unless you have a single core CPU you will not notice any great difference.

Can not comment on what the problem is, because strangely I can see no pictures.

He need to DL directx 9 file , but not the 9.0c .
He have to download the normal intaler that instal dx 11 too , but also dx 9 file...
If you do a fresh instal of win7 , EU will not work until you DL directx , because its deliver with directx 11 , and there is not the 9.0 file.

:scratch2:
The latest download is the latest update to the 9.0c. I do not even think it is possible to install the 9.0 after anything else than XP, 9.0c came out 2004.
normally if you run the webinstall it will update all missing files.

P.S. Cya in the game=) Send your nicknames if you want.
