Rule 10 states "unless you not contending for a prize" - that is "you can not receive a prize".
And yes, it's me - not switching sides thoughtlessly here - but rule #10 did not apply to someone who has no access to EU/PCF, and therefore could never compete. Adeli plays EU (which was unknown, at least not known to me, up to now), which means rule #10 does apply and has been broken.

This has very recently been edited. Presumably Foma noticed that people objected to an RL friend winning, so decided to take that out and insert the text that now stands.
The original said nothing whatsoever about Adeli being an EU player.

Yep, well, it's pure speculation as to how it would affect runners up, ofc. Since Foma's rules didn't really commit him to handing out 4000 PEd or more to runners-up, in the event that nobody won First Prize, and only gave that impression, nobody can say for sure if it did or didn't affect the runners-up. Most people assume it does affect them; a reasonable assumption IMO given that Foma calls this

Well, maybe he wouldn't like to have to modify that statement to "the event that i organised and payed over 1.5k total peds out of my pocket for "? But if he had originally put it that way, I'm pretty sure that there would not be the same complaints you see now. People might have shaken their heads and thought he was pretty tight, but nobody could accuse him of dishonesty, or of breaking his own rules. People have been guessing that he wouldn't want to look that tight, but really, at this juncture, I'm thinking: well, he doesn't mind us thinking he's devious (or he wouldn't go on editing like that) so you might be right, after all.
Just adding the above for the record. It's not really worth arguing that point. The main point is that "First Prize winner" did not actually enter the competion, so didn't qualify for a prize. If he wanted to syphon off most of the money he'd put aside for prizes and use it to buy a present for his friend instead: well, fine, he was free to do that. But to call that present "First Prize in a PCF competition"....well, that's what's really getting people's backs up.
