it is randomly triggered.
For the tools you are using, for an unknow amount of time, but for a skill directly related to the tool you were using. I've seen Strash get one in mining during his stream . I'm pretty sure you can get one in crafting.
In fact, I think anything can trigger a skill boost
translocator skill boost....

900ped hunt with adj stark+mod cause and i triggered three 5min boosts.
Nice to get a bit of extra skill but this is the kind of rate I expected from the standard setting, as a skill weekend event it's very poor - certainly not something that would entice me to hunt more than normally would.
