These can be found in the level 6 and 7 Aakas instances.
I will pay DOUBLE yes DOUBLE market value.

Have you considered making a buying post for this on the Arkadia forums?

I have posted in a different thread that people are not running aakas as much as they used to, you might be able to get the parts if you 'hire' some runners for you.
 
No luck getting these myself. Will pay you double market value of you get me 1 inner ring and 12 barrels!
