Try the SE part of that island or the west side of the tunnel in-between two LAs. I hunted Sumimas there a week ago.

Naga Island location is nice for the Daily Category 3 Mission (Kill 50 Sumima)

Even if there is a Tax there's a good density, and majority of Youngs so nice for low levels like me.

They're very slow, with a Hermetic Ring (Augmented personally) you can kite them all the way, and even outrun them in case you get surrounded, to put yourself back in a good Kite position after some running

edit june 2022 : I went there 2 or 3 times before and i had to run around a little to find the 50 to kill. Now it seems the Density is Really High as they're all over the place. No need to run anymore.
