One of reasons is because MA changed their mind of what they want to develop.
Firstly they advertised taming and ComPets and ofc compet deeds making everyone to believe that creatures from EU will be used.

But after that they changed mind and decided to develop Pokémon's and dragons and no EU creatures.

And MA is traditionally known to not balancing existing game and economy when introducing new items, functions etc.

MA still have not publicly said what the deal with vixens is. Now according to the poll on this thread more people want to travel with vixens to other planets and Planet Toulan has said that its nothing to do with them. So another question that the powers to be will not answer,
