I also noticed this last night while looking around the apartments on FOMA, got stuck on the 16th floor 
.
Then again those apartments also seem to have balcony doors which when you step through you fall to the ground and then get respawned back in a section of generic corridor which again only leads to the balcony for you to fall from again (this time being respawned back in the actual apartment)
