Ad Terminal Change?

I used to be able to create ads in the Ad Terminal and now it tells me that "only estate owners can create ads" and all my ads are gone.

What qualifies as a estate for the Ad Terminals? The only deeds I sold out were my AUDs, my FOMA deed and my Arkadia apartment. I still have my Caly apt, my Caly plots, my Caly booth and my compet deeds. Never had CLDs.
Have they changed this since the last VU?

This is frustrating because my booth is bugged so I cannot use it to sell my items - I'm having to try and use my apt but without the ads I'm doomed.
