Roughly your 5th Extraction should trigger it. Make sure you dig up each claim as you go along.

Is Crowley ever found?
I found the necklace, got directions to the cave, found that Crowley must have stolen Eomen Pheromes to rub on the Force Nexus stones in the cave.
I found his logs 46 & 47 where he says to walk carefully around the "docile" marcimexes, and that he was going further into the caverns - and that was where everything stopped - I haven't found Crowley get mobbed by those creatures and keep ending back at the start.

Can Crowley be found or is that where the mission ends?
