Universe-wide. I've encountered it on Toulan, and seen it reported from BS.
Most likely, you'll get ~110% return instead of usual 80%. (Disclaimer: I haven't been on RT for three years and have no idea if it's 80 there)

Ah ok, in RT instances it's possible to respawn the mobs to increase TT amount of loot, maybe that's why the "Reward increased!" doesn't do anything on rt.
Return has been ~95,5% when i did my runs (booty raid I).

whyle batsim, it can happen anywere and the loot is usually around 10ped+ upto 90% of the bonus pool if i remember correctly. more info is shown at entropiauniverse.com when batsim came out.
