I'm really intrigued by player shops, but eventually I had looked through all of the malls (PA, TP, New Ox, Emerald, Medusa Bazaar), and all of the "mall-like" areas on the bottom floor of apartment towers (Genesis Amethera, Treasure Island, Omegaton, and Sakura City), as well as the street of stalls in Cape Corinth. After all that, I started looking through every public apartment, looking for shopkeeper NPCs, and I figured I should share the list.
Send me a PM or reply to this thread if you find a mistake, or have an update if an apartment shop has been removed or added etc.
Note: This list only includes all of the "tower-like" areas of apartments, and does not include the shops in apartment towers on the ground floor. It does not include any player houses, nor does it include land areas, nor hangars, all which can have shopkeepers. I only made this list for shops in "apartment towers with multiple floors" because I assume that those get much less exposure than shops in the more well-known shopping areas. I have also included apartments with empty shopkeepers, since it's possible (but probably unlikely) that the owner returns and adds more things to sell.
Another note: I know there is a stickied thread for Player Shops, but it looks to not have been updated in a while.
