Only the Malls were auctionned, the winners received all shop deeds and sold the shops privately.
For Twin Peaks mall, you can expect to pay at least 200 ped per item point, more for the smaller shops.
At Emerald Lakes, I really don't know, but half the price of the Twin Peaks mall shops seems about right.

The 100 ped/item comes from upgrading the shop with 20 IP because you pay MA 2K for that and with the next upgrade they change the IP points.
As alternative you can use a shopkeeper also (6 points) but you still need to repair it depending sales (cost when item is sold in a shopkeeper is 10 peC) and ofc the shopkeeper can be sold again, the 20 IP points for 2K not.
Price for a shop depends what people want to pay for it
Where the shop is doesn't matter, if you got what people need at a decent price, people will keep buying there.
