FYI: Planet Cyrene - How to get the S.I. P.I.G.V.

You can have the BP by doing the misssion : P.I.G.V.S in Need of Salvaging. This is a scout mission, very easy to do.
Then you can craft this vehicule. You can also buy the BP to a newcommer, they usually do this mission at start.

'Tis true you can craft many cool vehicles on planet Cyrene with blueprints obtained from missions, really easy missions. Each limited blueprint from these missions will have 10 attemps/clicks. Here are the vehicles:
Imperium Spec Lancer (L) Blueprint (L)
