max on quality

Is it possible with an immensily high skill level to max out your COS on a very low level blueprint when the slider is set to maximum?

It will always stay way in red cause you CoS is actually very bad when crafting in condition.

My personal Guess is that it is actually a percentual Value, not a fixed One.
So no matter how good you are... when you reach the Max for a BP it just wont get any better (thus going way down when pushing the Slider to the most right) :/
