Problem: unintentional scrolling up of chat windows. Can accidentally happen even if you play in a fullscreen mode, but those who play in a window or use several displays suffer the most. You can scroll, say, a browser window on a second display without switching the focus to that window, but when you do - the currently active chat window in EU scrolls up too. And if you don't pay attention you may think that there is no activity in the channel for hours. Or you reply to something and turns out it was posted long time ago. Or your screenshots miss the global text, or you don't see when someone is addressing you in the local or private chat, or many other little inconveniences.
Solution: Add a setting to force the scrollbars stick to the bottom and add a quick toggle for when you actually want to scroll up. For instance, make the dot inside the scroller the toggle* and highlight it when the "sticky" mode is on. Leave it off by default, so anyone who don't need the feature won't even notice a change, but add a "use sticky scrollbars" checkbox into the HUD settings to propagate the desired default mode onto newly created windows.
*) another option is to assign the toggle onto that lowermost arrow under the scrollbar that's used for instant scroll to the bottom
