If you add enough quality high end content such as RDI and proper incentivization they will be more. Add 2 ped mission on monria people will stay there for 20 years collect 2 ped each day with 0 progress.

The content is for every one playing the game.Just because 5 players CHOOSE to farm it its because you can't bot inside and because its cool. Go make friends and get inside, I know its hard but you can do it.
