Its not that easy. Balancing issues are a trial and error thing in MMOs. Eve online is what I consider one of the most balanced MMOs, yet after 10 years they are still buffing and nerfing stuff on every VU to get things more balanced.

You have to understand that MU comes from other players. That means you need other people to play the game in order to get your MU. If MA continues to scare people with these awful returns then there won't be many people playing. There aren't many sane people out there willing to risk thousands...
