Low tiers 30k, havent seen similar stuff (BC30, BP20, weak claw) under 30k past few months, higher tier a bit more.
T0 from vendor should be similar, the 2 rare token wont make it cheaper, its not worth to be taken from vendor if you can collect more tokens for better guns.

Probably lower now than when easter mayhem starts, after that it's not too long before summer mayhem + migration hit so your next window to buy "cheap" will be between migration and Halloween Mayhem.
Best time to purhcase one is probably now, I don't know if there are any for sale right now but you can probably find one for ~32k, you can expect to pay 35k during "primetime". If you wanna skip and pay primetime price now you can buy my T4 for 35k
