Are nearly identical Blueprints supposed to have different success rate?

I noticed that the Success Rate listed in the Item Info window is 10% lower on my Reinforced Plate Blueprint than on my Reinforced Rod Blueprint and Reinforced Sheet Metal Blueprint. The latter two share identical Success Rates with each other. All three are identical in their

- Quality Rating (all 1.0)
- Blueprint Book (all Component Vol. 1)
- Blueprint Book Level (all Level 7)
- Profession (all Metal Engineer)

Usually it seems that two Blueprints which share all of these attributes will have the same Success Rate. Is this a bug, or are some pairs of Blueprints with identical attributes just hard coded to have different Success Rates until they are maxed?

The Reinforced Plate Blueprint is listed as level 7, but in fact the process of maxing it coincides with the level 8 blueprints. That is technically this is a level 8 blueprint. //Aeolus

Great find, so it is a bug after all.
