I don't think mining skills don't increase deposit sizes...I know they don't.
As far as rares, they do help in that they allow you to use finders with the proper average depth. Other than that, they don't help either.

I think that using unmaxed finder reduces your eco. With your "bet" increased and odds decreased you would need a to cycle lot more to break even.
