Base Falcon

At Base Falcon, I see four orange dots but only three NPC's? I don't think it's the televator because it's not in the same place. Anyone know?

The TT terminals are orange dots as well. :S
And I find that confusing (as well). You can play with the radar and zoom in and out, and you will see exactly where the orange dots are...
