Question: Can you access vehicle storage when car is wrecked?

Has anyone who has wrecked a vehicle either (SI or decay) tried accessing the storage?

Did a bit of a search and couldn't find an answer.

I am curious because I have a few things in the vehicles storage, including the repair tool. But if I wreck it and u can't access storage I wouldn't be able to get the tool out.

Also I am assuming that vehicle storage is lootable in lootable pvp?
