I believe that Genetics can be gained by scanning Mutants and by doing some beauty skilling.
Once you gained it, I don't see no reason with you shouldn't be able to transfer that skill, besides the attributes, to my knowledge, only one skill can't be transfered at the moment(Sweat Gathering).
