I am thinking all the people who got locked got locked because they have showed previously that they are shady so it is done to protect players and MA. Once the investigation is done I am sure they will be unlocked based on previous similar bugs.

I don't think MA is ever going to release an official response to these "Happy Hour" situations or other things that may or may not be failures of the loot distribution system.
