I think Umbranoid Insignias and Dices can be exchanged?
When asking an AI about them, they suggest finding someone at Twin Peaks, Port Atlantis or Fort Troy, but couldn't find any kind of NPC.

Have you checked orginal Umbranoid event camp? One with the arena? Perhaps those npc:s?
