It depends on total skills in ranged weapons I believe. Have a look in HoF forum under achievments. I had around 2k in rifle and almost 2,6k in hg when I got RDA for instance.

I had about 2.5k of rifle and hg, and 1500 marksmanship for rda to kick in.....I know that wep tech, either laser or blp is also a factor....be patient
