becouse varm and hot in that combination makes water, and water and electric makes the computer caput, and caput comuter makes me angry... 
but u can use antielectric GEL that are cold and drop the cuputer in that but...that not that esy as it sounds...

do you have any intake fan? the most important part in a case is the fan in the front, which draws air (and dust) from the room into the case. An exhaust-fan is also fairly important, to get rid of the hot air. Also try to clear any cables that might obstruct the airflow from front to back. This is mucho importante.
The pic you posted was a graffix-adapter with a passive coolingsystem, and VERY few manufacturers use good solutions, so buying a new heatsink is recommended, no matter what.

Overclocking means that you generally are:
1. Poor, and can't afford a new and decent PC.
2. Haven't got a girlfriend and have time to spend fiddling with computers
Bearing this in mind, yes overclocking is 'cool' and go for it
