I am jealous I can't make one myself - as far as I know it takes about one year to grind for the daily badges at Cyrene to even be able to pull this from vendor right ?

Yes it requires the ARC faction badges to accept the mission to upgrade each plate

The damage is completely blocked and your armor and plate do not decay.

However, 5% is a bit misleading because there are 7 armor parts, so to actually block 5% of hits, you need 7 plates; one on each armor part. If you only have 1 such plate, you will not block 5% of the hits, only 5% of the hits on THAT armor part. Obviously in that case, the best armor part to put it on will be the Harness.

and Legends was right. If you have only 1 plate you have 5% chance to block all damage on one armor part only, which is near to zero chance to block an attack.
He was wrong while saying that is 5% block, its not 5% block its 5% chance to block whole dmg received.
