PvP v Dodge (/ Evade)

I know this has a detailed answer... I think it was erased though. This comes up with a 404 for me.

What effect does dodge (or evade) have on PvP attacks. I am interested mainly for the EUWBC.
I know:

In plain English, as long as you have more than 20 levels higher Hit than your target's Dodger, you'll never miss.

I am interested in a more exact answer though...

Thank you Oleg, exactly what I was looking for.

Is this still current? :

%hits = 1/2 (hit-Dodger-20) + 100

What is still unknown:
- if it's Dodger or Evader that determines how frequently a melee PK attack succeeds. Logic would have Evader be the relevant Profession, but with my limited data, Dodger works better.
- If the expression given above is complete, all the way up to level 100+
