it is a mistake, because this Ul gun is craftable :
Blueprint: Ozpyn BP S1X1 Blueprint
Bp link : http://www.entropiawiki.com/Info.aspx?chart=Blueprint&id=2894
so seems it just added as rare, and every who craft that bp , gets rares on every success.
