Suggestion: Refine Any Avatar-Bound Item Into Universal Ammo

My suggestion is pretty straight forward. Any avatar-bound item, be it armor, tools, weapons, etc. should be able to be refined into Universal Ammo if it's value cannot be recovered by chucking it into the TT.

You can already do that at a terminal on Arkadia.
There is also a "protect item" feature implemented to prevent items you don't want to sell from being sold.
