Rings come with a variety of additional personal effects.
the effects are of variable benefit. check the link i gave you.
the value of those effects usually can be expressed by the markup of the ring.
the web shop's strong box standard rings markup drops over the course of the years since more and more of them are dropped.
check auction history to get your own picture.
seasonal rings have a better chance to maintain their markup, but every season new rings with better stats come and put the existing ring's markup under pressure.
you can live without rings, but some of them can lower your costs or give you an advantage over other players.
the more they do, the higher their markup.

It depends.
If you find yourself frequently using various pills, say, for speed or reload buffs - then getting a ring is much cheaper in the long run.
If you are not using pills, then not really.
Rings (like pills) give you certain advantages. a reload ring (Ares) gives you more DPS with any weapon, which can be really useful to do more damage than you are skilled to do so without penalty.
However, rings tend to be quite expensive, on the flip side, they *mostly* hold their value, as in, they aren't consumed like pills.
If you have the budget, and want the extra edge, then well worth it. Otherwise, don't bother.

yes, only one per hand... even though in olden days they seemed to visually indicate that more may be possible eventually with ear rings, etc.
