Question: Teleportation Chip: Teleportation Chip II Adjusted

It seems i am blind i got all stuff to upgrade did the 400 trooper or warrior that are needed to talk to Liaison Atwell but al i can chose to upgrade are armors and weapons but in those reiters are not the tp chip.

So where i can find the upgrade option?

The official page is a bit confusing but it seems to be Liaison Guiying you need to talk to.
