TP for PA mall

I don't get it, why there is no tp yet in PA mall, is that so difficult to put a TP there during a mini update ?

Why there is a TP in twin mall then ?

Well it is a valid question, with the Twin Peaks mall having one and all. But I assume they have bigger priorities atm.
