Tracked Quest/Mission: The Deserter

I logged in today and this green message popped up. I was wondering if anyone had a clue what this mission is since I could not find it in my quest log. If anyone could help, I would greatly appreciate it.

In my quest spread sheet it says it is the reward for completing Oturugi stage 4, so I don't know if you are on Arkadia, but that is what I could find.

Yeah its a bug with the NPC at chugs, just track/untrack another mission and it will go away.
